US card/app excludes New York state residents. Ukraine only partially restricted (Crimea, Luhansk, Donetsk, Zaporizhzhia, Kherson regions). The Prepaid/Visa Card also blocks purchases from merchants based in a subset of sanctioned markets (e.g. Cuba, Iran, North Korea, Syria, Russia, Sudan, Venezuela, Yemen); CRO rewards excluded by merchant category, not country.
